The meeting was officially chaired by Mr. Phimkeo Thamlasin, Director of the Luang Namtha PAEO, and co-chaired by Mr. Thongleagn Sang-Anong, Deputy Director General Department of Irrigation, attendees included the Loan Implementation Consultant, Construction Company, and representatives from relevant sectors. Total Participants: 25 (Females: 4).
The primary objectives of this consultation were:
To receive the Contractor’s Mobilization and Readiness Report for the Nam Tha 3 Irrigation restoration from the appointed firm, Vilay Phatthana Construction, Bridges-Roads Sole Co., Ltd.
To conduct an official consultation and disseminate project information regarding the rehabilitation work to direct beneficiaries, specifically the Village Authorities and Water User Groups (WUGs) in the target areas.
To formally introduce and provide training on the prescribed Monitoring and Inspection Forms to the Contractor and the Provincial/District Irrigation Sectors for standardized project oversight.
Following thorough and constructive discussions on the presentations and reports, the following unanimous decisions and agreements were reached:
Contractor Mobilization and Timeline: The Contractor is directed to exercise diligence and urgently ensure full readiness regarding personnel, machinery, and site establishment/camp facilities in strict compliance with the Donor’s (ADB) contractual terms. All work must be completed within the specified timeframe to mitigate negative impacts on local agricultural production during the dry season and ensure technical specifications are met and verifiable. This expedited action is necessary in preparation for the upcoming ADB Review Mission scheduled for November 27–28, 2025.
Project Reporting: The Contractor shall maintain regular reporting (weekly and monthly) to the PAEO. Formal monthly reports covering both construction progress and environmental safeguards must be submitted to the PGT:DOI by the 28th of every month.
Documentation and Coordination: The Contractor must promptly submit all outstanding technical and administrative documents (e.g., revised work plan, work commencement requests) to prevent implementation delays. Effective and harmonious coordination with all stakeholders, including local administrative authorities, is mandatory to avoid conflicts and negative externalities that could impede future construction activities.
Field Supervision Structure: The PAEO is tasked with the immediate establishment and official appointment of the District and Provincial Responsible Committees to serve as On-Site Field Monitors. These committees are responsible for site presence, project oversight, verification, and formal approval of all work items prior to commencement. Concurrently, a budget plan and the Provincial Project Steering Committee structure must be formalized for project governance.
Inter-Agency Collaboration: Seamless coordination across all administrative levels, from the Central Government to local authorities (Provincial, District, Village), is essential for the effective execution of the Nam Tha 3 Irrigation Rehabilitation.
Community Engagement: Village authorities are mandated to take the lead in disseminating and clarifying the project’s conditions, anticipated benefits, and potential challenges to all local farmers and stakeholders.
The meeting concluded on schedule at 11:30 on the same day, having successfully addressed all agenda items.
